I'm playing the advanced game and there doesn't seem to be an option for a player to steal whenever he wants to? A manager should be able to send a runner whenever he wants to. Other than that I just had an awesome walk off win playing as the Braves vs that Nats.

This is the line between simulation and game. The problem with allowing base runners to attempt to steal whenever the player/manager wants to is two fold. First, there are players that have a base steal success rate of 100% but only steal 2 bases during a full season. Allowing those types of players to steal at will would throw off the balance of the game. It would lead to more runners in RISP, hence more runs scored per game..etc.
The second thing that is going on, is often the players that have a high steal success rate but low steal attempts are getting their stolen bases from botched hit and runs. Where the batter misses the pitch and the hit and run turns into a steal attempt instead.
The way TTL Baseball handles steals is the base runners will get very close to real world results. In both attempts and actual steals. In that regard, design leaned more towards a simulation. There are several things that the player/manager can do if they want more control over steal attempts. One can always put on more hit and runs when the runner on 1st has a high stolen base success chance. Myself, I don't like to put on too many H & R's. At least I don't use any more of them than would be used in an actual game.
If you didn't mind losing some of the accuracy, you could add house rules for steal attempts. For example: For runners with an SBR of 20 or above, you could allow them 2 additional steal attempts per series. This could be on top of what they might already attempt from the default rules. Then perhaps runners with an SBR of 5 to 19 could attempt 1 additional steal per series. In this way, more control is given to the player/manager.

Yea, I'd like more control over base stealing. I think it would be better to just allow 1 extra steal attempt for each game. Sort of a free steal that any player could use. That could really help in the 9th inning of a 1 run game.
